The UAE Peppol E-Invoicing Transition: What Manpower Supply Subcontractors Must Know

Executive Summary & Key Takeaways

  • โœ“ The UAE Ministry of Finance is transitioning corporate B2B transactions to the international Peppol five-corner model.
  • โœ“ Manpower companies must generate structured XML e-invoices with 5% VAT rather than sending unvalidated PDFs.
  • โœ“ AMMSC turns approved timesheets into invoices; Peppol XML delivery is in development.

The UAE Ministry of Finance is implementing a nationwide electronic invoicing system for B2B transactions, governed by Ministerial Decisions 243 and 244 of 2025 and Ministerial Decision 66 of 2026. This framework mandates the use of the international Peppol standard across all commercial sectors.

For manpower supply companies, this transition marks the end of paper timesheets attached to manual PDF invoices emailed to contractor accounting departments. Under the Peppol five-corner model, invoices are transmitted digitally in structured XML format via accredited service providers directly into client ERP systems (SAP, Oracle, Odoo, Microsoft Dynamics).

Traditional billing methods often result in 60- to 90-day payment delays due to minor clerical discrepancies: a missing purchase order (PO) number, an unapproved overtime line item, or a formatting error in tax calculations.

AMMSC bridges field operations directly to the Peppol network. Once client representatives digitally approve daily trade timesheets on `client.ammsc.ae`, the system generates the corresponding B2B tax invoice with 5% UAE VAT and the required tax registration numbers (TRN). Peppol e-invoicing is in development.

By building invoices from approved timesheets, AMMSC aims to shorten the time between work and payment.
