UAE WPS Salary Files (SIF): A Practical Compliance Guide

Executive Summary & Key Takeaways

  • βœ“ The SIF requires exact formatting across employer header, employee records, and control trailer.
  • βœ“ Salary payments must reach at least 80% of registered workers before the statutory monthly deadline to prevent MOHRE account blocks.
  • βœ“ AMMSC pre-flight validation catches IBAN misalignments, missing routing codes, and cap violations before bank transmission.

The UAE Wages Protection System (WPS) is an electronic salary transfer system overseen by the Ministry of Human Resources and Emiratisation (MOHRE) and the Central Bank of the UAE (CBUAE). Under Federal Decree-Law No. 33 of 2021 and its executive regulations, all private sector companies must disburse wages through licensed banks, exchange houses, or financial institutions.

The Salary Information File (SIF) is the official transmission standard used by UAE financial institutions. Generating an invalid SIF file is not merely an IT glitchβ€”it leads to immediate file rejection by the clearing house, delays in salary receipt, and severe MOHRE penalties including company electronic file suspension and fines.

In standard manual workflows, payroll officers compile timesheets in Excel and manually export CSVs. In a company with 500 to 2,000 workers across multiple client sites, a single typo in a 13-digit Ministry of Labour (MOL) ID or an incorrectly formatted AED amount causes the entire batch to fail.

AMMSC's WPS engine (SIF export rolling out) is designed to reduce this risk with checks before export. Before a SIF file is finalized, the system validates routing codes against the Central Bank directory, verifies that employee basic and allowance breakdowns match MOHRE contracts, and warns about minimum wage thresholds.

AMMSC also keeps an audit trail: once a payroll run is approved and locked by the finance controller, changes need a new approved run, so auditors can see what was paid and who approved it.
