Eliminating Ghost Workers in UAE Manpower: Why Camp Presence ≠ Work Attendance

Executive Summary & Key Takeaways

  • ✓ Camp presence, transportation boarding, and physical job site entry are three distinct operational events.
  • ✓ Buddy punching via shared RFID cards or mobile mock-locations causes unrecoverable wage overpayments.
  • ✓ AMMSC is building camp camera gates and GPS-checked site check-in to cut ghost attendance (in development).

In the UAE manpower supply sector, attendance fraud remains one of the largest hidden drains on operating profitability. In a typical operation managing hundreds of workers across Al Quoz, Sonapur, and Dubai South, ghost attendance accounts for 3% to 6% of total payroll leakage.

The fundamental flaw of traditional timekeeping systems is conflating camp presence with site labor. A worker may exit the camp turnstile in the morning, board a friend's vehicle, or remain in a rest area while a colleague taps their RFID badge at the project site. At the end of the month, the manpower agency pays the worker for 26 days of full labor, but the main contractor disallows the hours on the client timesheet.

This creates an immediate financial margin gap: the manpower company is legally obligated under UAE WPS to pay the employee, while the contractor refuses to reimburse the disputed invoice.

AMMSC is building a three-step check: 1) the camp gate exit (camera gates, in development), 2) the bus passenger list (GPS tracking, in development), and 3) the site check-in. Today, site check-in and the day's roster are available.

Only when all three records correlate will the system treat hours as billable and payable. The planned alert to the site foreman, when a worker leaves camp but does not reach site, depends on the camera gate and GPS work in development.
